What is Ranked-Choice Voting? 

  • A trustee is elected when a quorum of 5% of the members of the district is reached, AND the candidate achieves a majority of votes cast.
  • Ranked-choice voting allows for an automatic runoff election to occur in place of holding multiple rounds of voting as occurs during an in-person meeting.
  • Members vote for multiple candidates, in order of preference.
  • In ranked-choice voting, a member’s single ballot will continue to influence the outcome of the election even if their first-choice candidate is eliminated.
  • If no candidate gets a majority of first-choice votes, then it triggers a new counting process. The candidate with the fewest number of votes is eliminated, and that candidate’s voters’ ballots are redistributed to their second-choice pick.
  • Votes continue to count toward candidate selection until one candidate receives the majority of votes cast (50% plus 1).
  • If at any point during a round of voting, a candidate with the majority of votes cast presents itself, that majority candidate wins immediately.

Starks to serve another term as District 5 Trustee

Ken Starks, District 5 Trustee

Central Rural Electric Cooperative district five members re-elected Ken Starks to the District 5 Trustee position. He has served as District 5 Trustee since 2023.

Starks is a Stillwater native and worked in banking for more than 40 years before retiring from BancFirst in 2022. Starks has multiple degrees from Oklahoma State University and has been an active member of the community serving on various boards and civic organizations. He is a member of the Stillwater Bible Church. He and his wife Kathy have three grown children.
 
The drive-thru district five election was held August 26 at Central’s headquarters parking lot in Stillwater. James Boggs and Jeremy Brooks also filed for the District 5 Trustee position. More than 10% of the district’s membership participated in the election; 5% participation was needed to meet quorum.
 
Central is a rural electric distribution cooperative that serves 25,000 meters in seven central Oklahoma counties. The cooperative is governed by a seven-member board of trustees. Visit mycentral.coop for more information.
